![]() ![]() ![]() ![]() ![]() MLD and ASSOCIATES is proud to have been of service to various branches of the Philippine government for many of its key projects. Among them are the Department of Transportation and Communication under which fall the Philippine Coast Guard, Philippine Ports Authority and the MARINA. Our expertise was also provided to the Department of Agriculture and the Legislative-Executive Bases Council. Finally, our firm has also assisted several discriminating local and foreign private clients, evidence of MLD's credibility and competence in the consulting field.
1. Project Management of the Maritime Safety Improvement Project (current) - Phase C for the DEPARTMENT OF TRANSPORTATION AND COMMUNICATION (DOTC). This project which started April, 2001 involves the Designing and Construction of two (2) Buoy Tenders / Marine Accident Response Vessels and the Design and Detailed Engineering Services for one (1) Aids to Navigation / Marine Accident Response Support Base in cooperation with the Overseas Shipbuilding Cooperation Centre (OSCC) of Japan.
2. Project Management of the Maritime Safety Improvement Project - Phase B for the DEPARTMENT OF TRANSPORTATION AND COMMUNICATION (DOTC). This project involved the rehabilitation of fifty one (51) lighthouses/beacons, lighted buoys and radar beacons and the construction of the Cavite Buoy Base. The project is involved also in the procurement of one (1) lighthouse / Buoy Tender and was made successful in cooperation with the Overseas Shipbuilding Cooperation Centre (OSCC) of Japan. (1996 - 2001)
3. RADM Serapio C. Martillano AFP (ret.) as consultant to PRIMEX authored the paper on “MCS Plans and Operations” and presented during the Policy Analysis Workshop for “Integrated Ocean Planning and Management Strategies and their Implementation for Philippine Fisheries” which was convened at the Sulo Hotel, Diliman Quezon City from 30 May - 2 June 1994.
4. Commo. Jose G. Lansangan, Jr. (ret) as consultant to PRIMEX authored the paper on “MCS Infrastructure Requirements and Procurement Plan” which was also presented in the same workshop.
5. This activity was the second workshop of Phase I of the project on the “Design and Implementation of a Monitoring, Control and Surveillance (MCS) System for Philippine Fisheries” of the DEPARTMENT OF AGRICULTURE/ BUREAU OF FISHERIES and AQUATIC RESOURCES (DA/BFAR). The project was made possible with the financial assistance from the Canadian International Development Agency (CIDA).
6. RADM Serapio C. Martillano AFP (ret.) and Commo. Jose G. Lansangan, Jr. (ret) as Marine Law Enforcement Specialist and Marine Transportation and Communications Specialist respectively, both Consultants to PRIMEX jointly authored the paper on “MCS Coordinating and Operations Center” and presented during the “MCS System Design Workshop for Integrated Ocean Planning and Management Strategies and their Implementation for Philippine Fisheries” convened at Shangri-la EDSA Plaza Hotel, Mandaluyong, Metro Manila on 14-16 November 1994. The meeting was the third and final workshop in the project to design and implement a “Monitoring, Control and Surveillance (MCS) System” for Philippines Fisheries launched by the DA/BFAR.
7. The Fisheries Sector Program (FSP) of the government supported the MCS Project and the “System Design Workshop” was financially assisted by the CIDA.
8. Project Management of the Maritime Safety Improvement Project - Phase I for the Maritime Industry Authority (MARINA). This ¥3.61B project involved the rehabilitation of thirty-seven (37) lighthouses/beacons along the Manila-Cebu shipping route, in cooperation with the Overseas Shipbuilding Cooperation Centre (OSCC) of Japan. (1992 - 1996)
9. Project Management of the Intensive Engineering Study on Maritime Safety. It involved the drawing up of pre-feasibility studies on the modernization of the merchant fleet and the rehabilitation of aids to navigation; procurement of lighthouse / buoy tender and the setting up of radar beacons and lighted buoys. (1994 - 1995)
10.Assisted KP Marine Services, Inc. a sister company, in the Engineering Review of the multi-million peso design and construction plans of the berthing facility of “MV Philippine Dream”, a luxury passenger vessel, in Mactan, Cebu for ALTA RESOURCES, INC., a U.S. based tourist oriented corporation. Additionally the Works also included the refurbishing of the vessel for use as a floating casino and hotel. (1995)
11.Study in 1995 on the commercial viability of acquiring from abroad a $10-million 5000 GRT Floating Drydock to be deployed at the Subic Bay Shipyard.
12.Evaluation of Repairs done by KEPPEL SHIPYARD on PHILIPPINE PORTS AUTHORITY (PPA) dredgers in 1994. The evaluation involved inspection of the repairs conducted as well as a review of the charges for reasonableness and accuracy. PPA commissioned MLD & Associates to do this job in order to effect the settlement of account with KEPPEL.
13.Ship Classification and Survey Works for Philippine Register of Shipping (PRS) in association with KP MARINE SERVICES INC., a sister company duly accredited to engage in Marine Surveying and Inspection by MARINA and the PHILIPPINE COAST GUARD (PCG) since 1992 in support of the government maritime safety improvement program.
14.Feasibility Study on the Viability of Philippine Shipyard and Engineering Corporation (PHILSECO) for the consulting firm PUNONG BAYAN and ARAULLO of Makati City, Metro Manila from 01 June to 20 September 1991. The study dealt with the market analysis and the business prospects of PHILSECO in preparation for its privatization.
15.Feasibility study on Ship Repair and Shipbuilding for the LEGISLATIVE EXECUTIVE BASES COUNCIL (LEBC) in connection with the Subic Base Conversion Program in 1990. The study drew up a conversion plan for the Subic Naval Base upon its vacation by U.S. Forces in 1991. It determined the total resource requirements in converting a naval dockyard into a commercial shipyard.
16.Consultancy services for ELITOOL Inc. to improve the manufacturing process for commercial vaults and safes (Mosler), thus improving its productivity, 1990.
17.Reviewed for SYSTEM MANAGEMENT DYNAMICS INC. (SMDI) the JICA Study known as the Master Plan for Maritime Safety in 1990 in order to determine the prioritization scheme that can be used for implementation of specific plans to improve maritime safety in the domestic scene.
18.Marketing Consultant for MONARK EQUIPMENT, INC., the primary distributor of Caterpillar engines and generators, for the Armed Forces of the Philippines, account particularly the Philippine Navy, from 1990 to date. The repowering of some of the LSTs of the Navy were placed under this program using Caterpillar marine engines and generators.
19.Survey and inspection of vessels after drydocking, for quality of work done at foreign shipyards, particularly the quality of preservation of the underwater hull, in cooperation with Reyes and Lim Company. (1989)
20.Served as Agents for the Japanese luxury yacht MV ROSENKAVALIER on its voyage from Europe to Japan via Manila. The ship, owned by Mr. Hiroshi Isaka, passed through the Philippines on its way to Yokohama in 1989. All government clearances, logistics requirements and emergency repairs at the PHILSECO in Subic were arranged and supervised.
21.Design, repair and refurbishment of MV Philippine Dream, an international floating casino in (1996).
